I am exporting the Gedcom file from Genopro into another Genealogy program and everytime I do it I notice the Pictures are missing in the other program. I heard that the picture media tags referring to disk path can be exported as well. Am I missing something and dont know how to turn these on in genopro or is the Gedcom export from genopro not including these tags.

GenoPro does not support those Gedcom media tags yet.

ERROR 1: bibbaum2b19e.GED, line 12: Unexpected tag 'GLOBAL' in Top Level Record.

This is a problem with PAF.  Any unknown Gedcom tags should be skipped, including top level tags.  This is part of the Gedcom specifications.
