This post is, in a way, the continuation of my Consolidation of 'AllComments.htm'.
I thought that all these 'utility' reports, e.g. Bday listing, AllComments, Descendants Reports, etc should all be language independant and be used with the main dictionaries. This will, I believe, be more simple/straightforward for the Users and will also avoid overpopulating the report skin drop down list.
This could be achieved and I suggest the following:
1) to create a new tab in the Options Dialog, with 2 boxes for language defaults: one for GenoPro and the other for the report generator:

Note: The sizes of this panel may need to be increased as things look a bit squeezed.

2) to add up a Language field named 'Dictionary to be used' in the Report Generator panel.

In this screenshot, if a particular Main Report Skin is selected (FR as shown in my case), the system should pick up the Language in the associated config.xml file, display the Language in the field window and grey out the field.

In the next screenshot, I selected the 'Descendants Report'. In this case, the system should display the default language for the report generator (the one set in my 1st 'Options Language' screenshot). The User, then, has the choice to select another Language - FR in my exemple.
Needless to say that all 'texts' in these reports must be transfered in the dictionary for lookup. Perhaps the language in the associated config files could be set to "??" or something else compatible with good practice, in order to differenciate from a 'Main' report where the language is explicitely written.

I believe this suggestion will make GenoPro totally 'International'.

Thank you for your suggestion.  We have plans to include multiple languages in a single skin - a mechanism to re-use the script code.  We also have plans to share language dictionaries between skins.  What I am thinking is having GenoPro list all the language dictionaries (Dictionary.xml) and let the user pick the dictionary he/she wants.  By default GenoPro would pick the language dictionary stored in the report skin, however the user could pick another one.

I would also like to have the report generator capable to use some text from language pack, mostly the enumerations, however there are two problems with this.  The XML format of Dictionary.xml is much different than the one used for the translation/localization of GenoPro, and I am not sure if the text from the language pack can be put as-is in the report.

I don't see exactly what you mean in saying "We have plans to include multiple languages in a single skin" and I don't want to interfere with your said plans. However, I noticed, from another site, this kind of setup (separate Language Packs):

With this architecture:

1) The 2 Dics could be moved to the Lang Pack.
2) The sizes of the Enumerations amount to about 20 to 25KB (checked with the FR Lang pack and with my Dic). So is it worthwile the hassle?. Eventually I shown another solution: a separate 'Enumerations.xml" file.
3) Not having the Dics anymore, my 3 exemple skins could all be replaced by only 1 'Customized Web Report (the name is only indicative).
4) if Users want to play around and experiment with the Htm files and the Dics, I shown a FR Trial dir in both 'Lang' and 'Skins' Dir. It must be possible to achieve this.
and 5) with this architecture, my Options Language tab can be reduced to:

I removed the Directory fields as, I believe, the location of these Language packs are part of the system and should not be changed by the Users (Rep Gene panel, Options tab, Skin folder location)

Worthwhile to think about!

You are not interfering with our plans.  What I meant is we do have plans to improve the report generator for better multi-lingual support.  The best suggestions to improve GenoPro came from our users.
