I was starting over with a new website.  currently on a c-panel godaddy site that is too complicated.
Is there any advise on a webpage builder that supports Genpro html files to upload my family tree via GEDCOM to the web?

I am not sure I understand what you are looking for here.  If by 'GenoPro html files' you mean pages from the Narrative Report then these can only be generated via the Narrative Report Skin Template via the Report Generator built in to GenoPro.

A Gedcom file would need to be loaded into GenoPro first before a Narrative Report could be generated to your website. If you are going to try this then I recommend you use My Ged2Gno tool for an improved import of gedcom files

There are a large number of software packages available that will allow you to generate web pages from a Gedcom file. e.g. see https://www.cyndislist.com/gedcom/gedcom-to-web-page-conversion/
