Is there any software available that would include Mouse-Over info in the format so that when a mouse is scrolled over a group photo and comes to rest then the name of that person is displayed. Another approach would be to have Balloon-info presented (as in cartoon dialogs) available as a mouse-over so that all balloons are outside of the graphic so as to avoid obscuring faces.

You are not the first one to ask.
You may have to read following thread: Putting djvu image into a report and try your hand on it, its easy, but time consuming if you have many people on it.
