AFAIK 7-bit ANSI encoding is a subset of UTF-8, i.e. character encodings are identical. Therefore just open the resulting .ged file with Notepad, change '1 CHAR UTF-8' to '1 CHAR ANSI' then use File / Save As on the Menu to save it as an ANSI file. You should however ensure that your data only includes ANSI characters.
