I believe this has always been that way and is 'by design'  The CSS class 'note' defines the smaller font size.  see style.css .note {font-size: 0.750em;}.  The note section are seen to be a footnote to the preceding paragraph. 

This can be overridden in a your own custom theme in its theme.css file

I played with the note size in the theme.css when I was last playing with the themes, as I use notes quite a bit. If you increase note to 1.00em this is the output you get.

It would be great if the general notes for families and individuals where promoted to full section status, whilst notes for occupancies, occupations, pictures, etc were kept smaller and indented as subsections as they are today.
