At the moment the only way to be fostered is to have two foster parents (through the 'Link as Child' option). 

When I try to delete one of the pair of foster parents suggested, the link collapses completely.

You are correct and this is a problem.  Perhaps we could add Foster Parent to the Social Relationship.
