the Dictionary.xml is unfortunately an old file ( from 18.05.2020 ).
I found the argument {11}, it works.
Unfortunately I can't get along with the phrase yet.

Thanks for the update Genome, but {NL-BE} testing will have to wait until the end of the month because I cannot do this from where I am right now.

Note that I'm using four different environments (previous, translation, test and production).  Only the files in the translation environment can be open for edit.  So there is no risk that the dictionary will be modified while the report generator runs in test or production modus.

Sorry Blush it looks like I recovered the wrong version of {DE} Dictionary.xml.   The correct one is attached (right click on link and click save to download) 

It produces e.g.
