My great-uncle created this tree and my husband's mother's maiden name is wrong. It should be Springfield not Stringfellow. Can I change this or do I have to go through the original author?

As the file reference you give is to a local drive, presumably you have it on your own PC. The file is in htm format which suggests it is from a report. If this is on the web then you can not edit it, you need to get your great-uncle to do so.
However if the report is on the net you may be able to make your own corrected version. On the home page there may be a link (the GenoPro icon) which will download FamilyTree.gno which is the file used to produce the report. It may not be there as the Report Writer contains an option to exclude it.
If you can download the file then save it with your own choice of name and make edits
