Generator uses only ConfigMsgEN  and does not use ConfigMsgRU,
however config.xml is changed: <Skin Name="Поколенная роспись" Language="RU">
ConfigMsgEN  translated  and ConfigMsgRU is created.

The skin uses the GenoPro GUI Language to determine which ConfigXXMsg.xml to use and not the Language in Config.xml .   There is an outstanding request with GenoPro to modify the Report Generator AOI to pass this value to the report skin.  This is still 'to do' as because of the current 'moratorium' on GenoPro.exe development is likely to remain so.

So at present the only way I can determine the GenoPro GUI is to extract the value stored in the registry.  But unfortunately this is only set when a specific language is explicitly selected from the GenoPro Language Menu item.  It is not set when GenoPro makes an implicit automatic selection based on your OS language.

Therefore please select RU from GenoPro's Language (язык) Menu before running the report.

Users choose skin from menu 'Skin Name', and consequently Config.xml must be changed on user's language: 
<Skin Name="Xxxxxxxxxxx" Language="XX"> - user see the name of the skin on its language.
ConfigMsgEN.xml and Dictionary.xml in the same way must be translated.
But two Dictionary.xml can not be in the skin and generator does not use DictionaryXX.xml from folder Code/local.
I.e. we must have two skins - EN and new XX.
All this was made in this case. 
I don't know that happened this time and don't know reason (certainly RU was chose in GenoPro before running the report)... but now... this works without any problems... Blush
