I was told that since I bought GenoPro Gold I would not need to get a new license for any upgrade. Does this apply to 2019?

According to the post you are running GenoPro version: 2.5.3.9. The latest version is 3.0.1.4 and if you check for update (in Help) you can get the latest version as part of GenoPro Gold.
A more advanced version is under development as GenoProX and this will be subscription based.
The existing version is not being extended; the main changes are in the Reporting, which is provided by Genome. There has been a slight modification here but this will be included in the main GenoPro updates
