Thanks for the report. I have now updated Skins2020.08.11.zip with a fix, or if you prefer I have attached the upated GnoLib.js to this post.

I downloaded the latest package (2020.08.11) and added the PopularNames and PopularPlaces tags to the "{NL-BE} Verhalend Rapport\ConfigMsgLocal.xml" file (the Narrative Report skin).

When testing the Narrative Report, I'm getting following messages:

The English version runs OK.

Just added the following to NL-BE ConfigMsgLocal.xml under NameSettings adding {NL-BE} prefix to English text

OK.  My mistake.  I mixed up some version numbers in my installation procedures.
