Can we, users, fully implement for example a feminin method similar to "<_FmtPlurial T="{}s" />" for my French report tranlation words such as né->née, mort->morte, ainé->ainée, ... as the only docs we, users, can access and modify are Lang.vbs and dic.xml? Thank you.

This has to be done in the future. I am well aware of the gender issues (male, female) for names and the shortcomings of the report generator for narrative phrases. See post "Dan's Car" vs "L'auto de Dan" for details. This post has links about the possessive set of rules to generate phrases.

Theoretically assumption(s) to be taken into consideration: THERE ARE languages in which DIFFERENT parts of speach have GENDERS (masculine/feminine/neutral), so that all parts of speach (nouns,verbs,adjectives,adverbs,pronouns,etc.) should receive this feature. THERE ARE languages in which 3 (three) DIFFERENT numbers (singular/dual/plural) can be found, so that all parts of speach (as previously shown) should receive this feature. ETC.
