Actually, the statement "attended on a literacy program" is not necessarily true. If I specify education level Illiterate, and no other information, then it really should just say "was illiterate", since for much of history, no attempt was made to teach most people to read.

Actually my initial comment was a simple one and was mainly intended to correct a bit of grammar. I suppose your suggestion is fine but, after a 2nd thought, I think it all depends of what kind of data, users will input and also what is the user’s intention: 1) In case of the input of, say, a school name and/or a program/discipline, then I think the phrase “Ron attended …” is fine and relevant. but 2) In case of a user’s intention to only record the edu level of an Ind, for record/info, then “Ron attended …” is totally out of context. The phrase should rather simply say: “Ron was educated to primary school level”. It’s seems a bit simplitic but it may happen. Just a thought.

On second thoughts, perhaps <Illiterate T="as an illiterate"/> should be <Illiterate T="on a literacy program"/>

Having looked at this I think it would be better to remove the for from the phrase and change the enumerations to <EducationLevel>
<Illiterate T="as an illiterate"/>
<elementary T="at primary level"/>
<Junior T="at secondary or junior level"/>
<high T="at high or secondary level"/>
<professional T="on a professional study course"/>
<college T="for a college course"/>
<undergraduate T="as an undergraduate"/>
<mba T="in an MBA program"/>
<masters T="studying for a masters degree"/>
<doctorate T="in a doctorate program"/>
<phd T="studying for a Ph.D."/>
<post_doctorate T="in a post doctorate program"/>

I propose the red corrections: <EducationLevel> <Junior T="a secondary or junior education "/> <masters T="a masters program"/> <doctorate T="a doctorate program"/> <phd T="a Ph.D. program"/> <post_doctorate T="a post doctorate program"/> When only input = “Illiterate”, the narrative says: “WhoEver attended for illiterate.” The following may be better: “WhoEver is/was illiterate.” <EducationAchievement> <Unknown T="with an unknown of achievement level"/>
