The number represents the number of years of education.  The list is to give an idea of what to put.  You can type any number you wish.

age the level of education is started

I expecte these years represent approximately the number of years of schooling. It certainly works here in Australia.

In the Education dialogue/Form you have an entry for Years which gives a list of education stages. If the numbers in the list are supposed to represent at which age the level of education is started then I would ask you to think again. If they represent the American level, then there must be a lot of geniuses over there in America. I dont think so!!!!! Please explain these numbers.
