GenoPro does not have any hard limit, except 1000 GenoMaps.  As long as you have memory, you may add people and pictures.  As a rule of thumb, calculate 1 KB of memory for each individual, meaning 1 GB may hold about 1 million individuals.  I have seen family trees with over 100,000 individuals and over 3000 pictures and GenoPro handles this very well.

Another rule of thumb is that for several reasons it is better to limit a GenoMap to 200 individuals, but I have maps with 2-3 times that number. Still that means 200,000 individuals with no problem

I've already reached 408 genomaps, and although I don't foresee hitting 1000 genomaps very soon, it is inevitable.  Therefore, I'm wondering, will this limitation will ever be removed?  Is this 'hard limit' set by choice?

Every drawing object has a 32-bit integer for various flags, such as the object size, z-order, invisible, hidden, selected by user, hot handles, caching, and of course the GenoMap.  Out of the 32 bits, 10 bits are reserved for the GenoMaps, meaning there are 1024 possible GenoMaps.  When the GenoMaps were introduced, I thought 1000 GenoMaps were plenty.  Since there are two bits unused, so the total number of GenoMaps may be increased to 4096.  If it is very important, I could add a full 32-bit number just for the GenoMaps, so there are no limits on the number of GenoMaps.

I'm sure I'm probably not the only one who would love having the comfort of knowing there are limitless genomaps, and I think GenoPro users will eventually have reasons to exceed the 1000 limit.  Personally, I create a genomap for every family name (currently over 400 family names).  As a family gets bigger with further research, I'm also finding the need to divide a family tree among more than one genomap, in turn, increasing the amount of genomaps.  So I can see the definite need to have the limit go beyond 1000.  If it doesn't make the GenoPro software any more cumbersome to make a limitless amount of genomaps, I say the sky should be the limit!
