why is DictionaryFR.xml in Narrative Report twice (different versions)?

It's an oversight on my part. I did some work on the French translation for a forum member a little while back. Still need to come up with a way to add non-English Dictionary.xml to the skin.  I did put a suggestion to Dan a a year or so back but like every other suggestion it has disappeared into the ether.

Perhaps I can put some code in to check if there is a version for the current language in Code\local and ask the user if he/she would like a skin generated for that language, if so generate a new skin folder with that DictionaryXX.xml copied to Dictionary.xml
