This report has a link to geocoded places, which when clicked, initially shows the area of interest but then zooms out to show the whole of UK.
Have I missed a setting? I tried adjusting the zoom setting of Googlemaps but this did not seem to have any effect, although this could be a caching problem
I thought this might be a Firefox funny but Iexplorer 11 has the same 'feature'
Tried in our local library with same result. Not important - just annoying

I think the Config Param Zoom controls the default zoom on single place maps and can be overridden by a Place custom tag.  The overview map of all geocoded places has an initial maximum zoom level of 6.  I think it is important to try and show where places are in the context of the country also has to work where all places are clustered together as in your example or alternatively spread around the globe.  It is difficult to get the correct level in all situation particularly when marker clustering and 'spiderfy' for overlapping markers is part of the equation.

If you really think fine control is required I can add another Config Param for the overview map.

What I find weird is that when you click for geocoded places you initially see the map covering the area of interest and half a second later the map zooms out to show the UK with a yellow blob with a number indicating the number of sites you were looking at. If you click that blob it zooms in, although not to the initial zoom showing just the area of interest.
Not a major issue but personally I would prefer to stay with that initial view and zoom out if I want context
